Is diabetes a contributing factor if someone is having a hard time swallowing?

I know someone that occasionally has problems swallowing when he is eating. It makes him feel like he is about to choke, as the food doesn’t go down. He is a diabetic. Is diabetes a contributing factor if someone is having a hard time swallowing? http://bit.ly/ouKHik
