Are Creditor Charge Offs Able To be Collected On A Signed Contract.?

I was told that "Charge Offs" were merely an accounting proceedure that is used as a tax write off for creditors. And if a person has a signed contract against what is owed, it doesn’t matter what the statue of limitations are in any state. Is there any truth to this? http://bit.ly/n3v7dl
